
Centralny Port Komunikacyjny has selected the winning bid in the tender for general engineering services, including supervision of the planned construction of the new airport in Baranów. The investor's budget for the base scope was set at PLN 2.18 billion (gross), and PLN 2.93 billion including options. The most advantageous offer was submitted by a consortium operating under the Hill International brand together with Egis. The consortium is led by Hill International registered in Warsaw and includes companies from the group in the United States and the Netherlands, as well as the Kraków-based Egis entity. The bid amounts to approximately PLN 1.6 billion. The second lowest offer, at PLN 1.76 billion, was submitted by a consortium led by Dar Al-Handasah Poland, part of the Dubai-based Sidara Group, together with TYLin Spain, T.Y. Lin International and PIG Architekci. The bid closest to the investor's budget, at PLN 2.12 billion, came from a consortium led by CH2M HILL Polska, with participation from companies based in the United States, the United Kingdom and Ireland. Offers exceeding the budget assumptions included PLN 3.24 billion from a consortium led by Artelia, with partners Dohwa Engineering, Nippon Koei, Transprojekt Gdański and B-Act, as well as the highest bid of PLN 3.48 billion submitted by a consortium led by MGGP, with participation from MGGP Aero and companies from the Drees & Sommer Group. The contracting authority applied evaluation criteria where price accounted for 50% of the score, with the remaining points awarded based on staff experience and project organization. High formal and reference requirements, including the obligation for key personnel to use the Polish language, encouraged the formation of international consortia involving entities active on the domestic market. During the procedure, CPK eased certain requirements, including lowering the value thresholds for reference projects and shortening the required experience period for key supervisory roles.
